The security gains of the surge in Iraq resulted in a large part from the so-called Sunni awakening. This was, in effect, a buying of the loyalty of Sunni tribes (for about $10 a day per fighter) in the fight against Al-Queda in Iraq. But some Sunnis are claiming that they've never been paid for their services, and are threatening to withdraw their support.
